Vice President and Chief Financial Officer (CFO)
Organization: Fulton County Medical Center (FCMC), a full-service Critical Access Hospital with a 67-bed nursing home. The organization also operates several physician practices and a home health agency. FCMC joined the Pennsylvania Rural Health Model pilot program in 2020.

Location: FCMC is located in the Town of McConnellsburg, nestled between two beautiful mountain ranges in the valley of Great Cove. It is the county seat for Fulton County. In 2016, the estimated population of the town was 1,044. The estimated population of Fulton County in 2016 was 14,640. McConnellsburg is conveniently located just two hours from the metropolitan areas of Baltimore and Washington DC, and approximately one hour from Harrisburg, the state capital. The hospital has served the community for more than 65 years.

Governance: Board of Directors of Fulton County Medical Center, a 13-member board is a self-perpetuating governing body.

Ownership: Fulton County Medical Center is a not-for-profit 501(c)3 corporation within the Commonwealth of Pennsylvania.

Compensation: Highly competitive benefits package that includes a generous 403(b) retirement plan, excellent health insurance, dental and vision plans available, and relocation expenses. Very competitive salary commensurate with experience.

Job requirements: Minimum bachelor’s degree in accounting, business, or finance. MBA, MHA or related field preferred. Extensive relevant experience and/or other certifications such as CPA may be considered in absence of a master’s degree.

Minimum five years’ CFO experience in health care finance with a medical center, preferably CAH. Will consider five or more years of experience as an Assistant CFO in a medical center.

The Successful Candidate: Possess the knowledge, skills, and abilities to lead all financial services of this progressive Medical Center. These competencies include, but are not limited to:

· 5+ years of progressive experience as a senior level leader in the financial function of hospitals;

· Experience in revenue cycle management, medical billing operations, managed care contracting, budget development and management, cost reporting, expense management and managing cash flow;

· Demonstrated track record of successful health care financial leadership.

· Strong analytical skills;

· Strong written and verbal communication skills;

· Proficiency with MS Office applications with Meditech experience preferred;

· Must have a positive mental attitude and excellent people skills.

Position Description:

The Vice President and Chief Financial Officer, responsible to the President and Chief Executive Officer, is a key member of the Executive Management Team and will oversee HIM and all financial operations of the Medical Center, including revenue cycle, accounting, supply chain, budgeting, expense management, cost reporting, contract management and collections.

Core Accountabilities:

· Maintains a thorough working knowledge of federal, state and managed care reimbursement payment methodologies, billing requirements, compliance issues and all federal statutes pertaining to participation in the Medicare and Medicaid programs, Medicare fraud and abuse issues, Stark legislation, and IRS guidelines.

· Understands the healthcare industry and applies that knowledge to achieve the financial objectives defined in the organization’s strategic and annual business plans.

· Keeps the CEO, Board, Medical Staff and FCMC team informed on Medical Center finances and healthcare financial-specific trends and relevant issues.

· Effectively serves as the financial and budgetary resource for all Medical Center employees, Medical Staff and Board of Director members.

· Communicates well, provides monthly and annual reports as required and shares information with directors, managers and employees.

· Demonstrated creativity, intelligence and discretion in the planning, organizing and coordination of departmental functions.

· Serves as a role model for the FCMC Core Values and consistently follows the FCMC Statement of Professional Standards.

· Addresses physicians, patients, visitors and co-workers in a pleasant and respected manner; displays courtesy at all times.

· Plans and implements programs, process changes and the operating budget; meets deadlines.

· Maintains a flexible work schedule to meet various demands of executive management within hospital. Hours may be long and irregular.

· Develops smooth and constructive interface relationships with executives, colleagues, as well as outside agencies, organizations and individuals.

· Demonstrates commitment to continued professional growth and development.
